Why Provider Vacancy Rates Remain Dangerously High Across IHS Facilities

The Indian Health Service has carried a 25 percent overall clinical vacancy rate across its eight direct-care geographic areas, with some areas reaching 31 percent. GAO investigators found that rural facility locations and insufficient provider housing are among the top barriers to filling those positions. The FY 2026 Staff Quarters Construction Program Targets the Root Problem

The IHS Division of Facilities Planning and Construction has issued its FY 2026 Staff Quarters Construction Program Call for Proposals, with submissions due no later than March 31, 2026. This annual program funds the planning, design, and construction of staff quarters at federal and tribally operated facilities where a prospective lack of private-sector housing makes recruitment nearly impossible. Proposals are evaluated on housing need, remoteness, cost effectiveness, sustainability, and innovation, with housing need alone worth 45 of 100 possible points.
