Tribal health staffing supports care in Indian Country by matching qualified clinicians to local service needs, preparing them for each community, and planning for continuity when assignments end.
Match Clinicians to Community Needs
In its 2025 High-Risk Series, the Government Accountability Office reported that IHS had a 30 percent overall healthcare provider vacancy rate in fiscal year 2024, including 34 percent for nurses. These figures underscore the need for dependable coverage across services that Native communities rely on. Tribal health leaders and IHS administrators should define the specialty, shift requirements, credentials, and expected assignment length before recruiting. They should also plan housing, orientation, and clinical supervision early, giving clinicians a clearer understanding of the facility and the community they will serve.
Build Accountability Into Tribal Health Staffing
IHS explains that its Buy Indian Act framework supports contracting opportunities for eligible Indian-owned and controlled businesses. Procurement eligibility should accompany a clear plan for delivering care. Leaders should ask staffing partners how they verify qualifications, communicate delays, replace departing clinicians, and support handoffs to permanent staff. Cultural awareness should be part of orientation, with guidance shaped by the specific Tribal nation and facility. Language needs, family involvement, and local care practices deserve attention. Teams should also track filled shifts, assignment completion, and continuity rather than treating contract awards as proof of better patient outcomes. Read more IHS Fact Sheets.
Ellsworth’s Perspective From Navajo Area Staffing

Ellsworth’s company-reported 2025 staffing account describes assignments and planned placements at Chinle Comprehensive Health Care Facility in Arizona and Northern Navajo Medical Center in Shiprock, New Mexico, including emergency, surgical, maternity, and pediatric roles. Our perspective is that each department needs a staffing plan tied to its clinical responsibilities and patient population. A placement count cannot establish improvements in wait times or health outcomes without supporting data. As a Native-owned healthcare staffing company, Ellsworth encourages leaders to discuss their coverage gaps, onboarding needs, and continuity goals so we can support care for Our Relatives.
