2026 National Tribal Housing Summit Advances Action, Reforms, and Funding

The 2026 National Tribal Housing Summit placed new funding and mortgage reform within a wider year of ONAP action, giving Tribal leaders several implementation changes to track.

Federal Leaders Outline the Priorities During the Final Day

Brian Cook, acting associate deputy assistant secretary for Native American Programs, opened the closing session. Benjamin Hobbs, assistant secretary for Public and Indian Housing, followed. William “Billy” Kirkland, assistant secretary for Indian Affairs, spoke next, and HUD Secretary Scott Turner closed the program. Their remarks linked Tribal consultation, housing investment, and federal processing. Turner announced $150 million in competitive housing awards for 31 Tribal communities, according to summit remarks. HUD and the Interior Department also signed an implementation agreement tied to trust land mortgage reform.

Wider ONAP Changes Matter

Those announcements were part of a broader 2026 ONAP picture. In April, HUD announced more than $1.1 billion in formula funding for nearly 600 Tribal communities. For Section 184, HUD expanded eligible areas to 356 counties and cities across six states, updated loss mitigation options and 2026 loan limits, and extended the transition and compliance date for its final rule. HUD’s disaster policy also provides a 90-day foreclosure moratorium for affected Section 184 borrowers in presidentially declared disaster areas. A revised channel for requesting specific processing-guideline waivers remains available. A Tribal manufactured-products waiver covers funding obligated through September 30, 2026.

What Tribal Leaders Should Track

The Tribal Trust Land Homeownership Act became law on May 4, 2026. It requires the Bureau of Indian Affairs to complete preliminary mortgage-package reviews within 10 calendar days and decide complete leasehold mortgage packages within 20 days. Tribal leaders should distinguish summit announcements from earlier policy actions, review which changes apply to each project, and document processing delays.
